Looting Skins

I had previously submitted a bug report for this but have heard NOTHING back on it. Has anyone experienced this or know how to go about resolving (if possible)?

I forged a key, and unlocked a few chests. Afterwards, I rerolled 3 shards into a random permanent skin. Now, I remember it specifically stating that it will not award you skins for champions you DO NOT OWN. So what did it do? Award me for one I do not own. Okay, I was annoyed, but then went to reroll it again, since it listed the option, but it is asking for THREE MORE SKINS.

WHAT IS THIS? Did this change? I would love to get some official answer on this. It's so difficult to get keys as it is, I would hate to think this is just another sink... Is this working as intended?

I thought I had seen that it would not award skins for champions that you didn't own as well, but I have heard otherwise.

I own all available champions on this account, so it doesn't make much difference to me anymore, but I have a newer account.

Do you know where you saw the statement about rerolling not granting skins for champions not owned?

Could you link it?

I got a skin for champ I dont own 4 times in a row so its probably false information.

I'm 100% sure that it gives any champion skin, doesn't , matter if you own the champion or not. And yes if you want to reroll a skin permanent you have to get 2 more skin shards ( 2, not 3 since you already have one - your skin permanent that you got earlier). Its not a bug.
