Low Priority Queue continues to restart over and over, without a full countdown

I made this account years ago, fried my computer, came back recently and now I can't even play anything? I made a new account just to get warmed up and all but I want my characters, skins, and level back!

The queue will count down from 20 minutes, and around 2-3 minutes, will reset all the way back to 20? I'm getting really annoyed
