Conqueror bugged

So, today, after the new Cassiopeia changes and the increased healing vs champions, I decided to play her some toplane with Conqueror (and later on build Spirit Visage). But here is the problem - neither of my abilities granted stacks for the rune and only basic attacks did give stacks. I've read the patch notes, there isn't a Conqueror change so I don't think it should be this way (and yeah, I know about the Electrocute bug too).
