Last patch Rift Herald has been reduced to 2 devourer stacks. However, if you merely get an assist on it, it still gives 5! This is clearly unintentional I guess Riot just forgot about assists.

Yep. This is going to be fixed in patch 6.6, or at least, it's mentioned that it will be fixed.
