patch 6-7.9 scuttle crab not giving speed boost

I dont know if you can check my 2nd most recent game but about 4 minutes in i attempt to run through the scuttle buff and i dont get the movement speed increase and when i replay it it attempts to give it to me but then takes it right away. its happened before in previous patches but now i have proof. (the match i go 4/4/2 on yasuo)
