Client gets frozen at zero when certain player are banning

so, this happened twice today for me where i'll be in champ select and a player will select there ban or pick and on my screen the game just shows the timer counting down with no changes, and eventual my turn comes but on my screen the count is still at zero from way before so i cant pick or ban and i'm being forced to dodge and losing ip and getting leaver busted currently to 15 minutes (i believe). its also weird because the pre-game chat works and everything. i just finished repairing the client. if any one can help me that would be great, id ideally like that ip back and the dodges struck from my record before i become banned or something.
