[Client][Gameplay] Skirmisher's Sabre tooltip is not updated to 4.21

It seems Skirmisher's Sabre's tooltip didn't get updated in the 4.21 patch. It still has the old 4.20 tooltip: http://i.imgur.com/19qHWNO.jpg

From the 4.21 patch notes:

STOP IT WARWICK: Basic attacks against a Challenged target deal 17-51 (based on level) true damage on hit ⇒ 60-162 (based on level) true damage over 3 seconds

Interestingly, Challenging Smite does seem to have the updated tooltip: http://i.imgur.com/TAD9Rvm.jpg

Weirdly, it seems to function different then I thought form the notes, appearing to work like a refreshing ignite (lasting 3 secs) while the champion has the debuff for the 6 secs.

I took the screenshots in a custom game I made with a bot and recall seeing the issue after a game looking at an enemy's jungle items
