Unplayable bug

Found an amazing bug that prevents you from using anything like health pots or abilities even summoner abilities just had an enemy benifit from it cause he was able to kill me when i couldnt use anything thought i fixed it and bam it came back for no good reason and stopped from from killing jungle units and preventing my death in jg when he jumps me again cause cant use hotkeys.
