[GAMEPLAY] Quinn passive not proccing on heartseeker skin

When using heartseeker skin there are times that when the passive procs and you auto it doesn't pop the passive. Sometimes it's just when you auto right after the proc which could be a timing thing, but I found when being exhaust on a q -> auto -> auto, which quin I was unable to proc the passive on the enemy.
