HELP!! Is anyone having trouble to duo with a friend in placements?

I am still unranked this season but I was wondering if anybody is having the same issue. I have read the updates but I am still confusing if its still okay to duo in placements like past seasons.

Although me and my duo were diamonds last season, we were still not able to duo due to 'differences in ranked is too high'.
