Bug with the champion shard re-roll. (Please help!)

I have all champions already, yet when I attempt re-rolling shards Taliyah isn't unlocked for me... Being that with past new champions (Aurelion Sol for example) I've been able to unlock by re-rolling the shards when they release, I believe this to be a bug... I've wasted quite a few shards attempting to get her...(I'd say around 30 shards? Maybe a few more) They rolled into champion permanents I already owned and became 1 useless shard instead of 3. (Whereas in the past 3 shards=new champ) Please can any shed light on this? Was it changed with this patch? If so, why wasn't it stated? If it is a bug, is there any way the shards I wasted attempting can be restored? Or can I be compensated for them? Anything?
