Sivir's spellshield only partially blocks Soraka's Q

I saw this happen yesterday while I was using Sivir in my solo rank.

When enemy Soraka landed her Q, I naturally blocked it with my spell shield, which is Sivir's E.

It successfully blocked the damage as I took no damage from it at all, but Soraka still gained health back from her Q.

Is this intended?

Also I've heard that spell shields in general, including Sivir, Banshee's, etc., no longer blocks auto-attack based spells such as Ezreal's Q or Ganplank's Q.

Is this change also intended? As far as I can remember, I could block Ezreals' Q with Sivir's spell shield.

The heal from Soraka's Q isn't triggered from the damage. Just "Did the spell actually hit" Spell shields will block the damage, but it still technically did hit you so Soraka got the heal.
