[Gameplay] Bluebuff visual effect with no actual buff

Me and my friends recently experienced multiple times of a bug where I can see the visual effect of blue buff (the blue circle thing) on my champ, but I do not have the actual buff on me, which means I did not have extra cdr and mana regen, nor is the buff being indicated at the status bar. Champions used were Zoe, Veig, and Ori, so maybe it affect players who have taken blue buff in the game. My guess would be that the visual effect does not disappear when the buff expires.

It does not really ruin games, but definitely tricked me into wrong decisions since I over estimated the fighting ability I have. (I was low on mana and thought I could regen back, but I didn't)
