In a Normal game of summoners rift the cottontail Teemo on my team made the sound effects of blitzcranks speed boost whenever he used move quick.

Thanks for the report! We'll look into this issue and get this resolved ASAP.

EDIT: While similar in sound, Cottontail Teemo is playing his intended Move Quick (W) SFX.
