[CLIENT] FPS capped at 14, 25 fps or some other random number?

Hey, so I was recently playing an ARAM match and my fps randomly got capped at 14 fps or 25fps. I tried changing the fps cap from 200 to uncapped and that didn't do anything. They only thing that seemed to help is when I opened amd settings and it made my fps cap go back to normal levels but I still having some frametime issues like suttering at 150fps.

MY SPECS: AMD R5 3600 RX580 16GB 3200mhz 2560x1440 144hz freesync monitor

My ingame settings: 2560x1440 Character Quality: Very High Environment Quality: Very High Effects Quality: High Shadow Quality: Very High Colorblind mode: ON HIDE EYE CANDY: ON USE RELATIVE TEAM COLORS: ON ENABLE SCREEN SHAKE: ON All other settings are disabled.
