[CLIENT] [CRASH] Game & Windows Froze At 100%, After Restart Custom Rune Pages Gone

My game froze when the loading screen reached 100%, and it also froze Windows 10. I had to restart Windows 10 completely because I could not even access Windows Task Manager. Alt+F4 would not close out either the LoL Client or the LoL game loading screen. My entire Windows 10 was frozen because of my stuck at 100% loading LoL game screen. I could not Alt+Tab to another program. This is a brand new PC with a fresh installation of Windows 10 that is less than a 3 weeks old.

After finishing my game, I went to start a new game and all of my summoner spells had been changed back to the default summoner spells (I didn't have Flash so I had to change my summoner spell back to Flash).

And my custom rune pages that I created have also been deleted. Now I only have the default rune pages in my client.
