Leona E is currently not registering as a Recall Interrupt

As you can clearly see in the youtube video that I made from a replay the Lee Sin takes damage from the Leona, gains the rooted debuff, and Leona is even moved to the Lee Sin location all while Lee Sin is still able to remain in the backing animation completely uninterrupted. My understanding of all this is that the League replay system only shows us what is recorded server side much like the death cams do in Overwatch, ie. you think you're around a corner with 62ms but you still die and the deathcam shows you never having made it around the corner, so a 0 latency environment as well as the fact that any form of damage/interaction above 2 would cancel a recall as per threads like these that are overly prevalent with a quick google search:

Can I get this clarified as to whether this is a bug? Or working as intended that shields if unbroken entirely, no matter what's happening to the player, taking 200 damage, being rooted, having players aa them, they're still able to back if the shield maintains? I can't find anything stating that's the situation no matter how hard I google so I believe the Leona interaction is uniquely broken in this patch as far as interrupting recalls.

It's not a bug. His recall didn't cancel because he was shielded. If a champion is shielded and the damage you deal is less than the amount of the shield, their recall won't be interrupted as they didn't actually take damage, their shield did.

you can recall if you get hit but your shield doesnt break, and the leona root didnt take effect until he was in the recall grace period (the brief moment at the end of recalling where nothing can interrupt it)
