LeaverBuster and Team Builder

When you get a warning from LeaverBuster for leaving/AFK, when you try to join a game you get a dialog box about how leaving is bad that prompts you to enter "I Agree" before you are able to join games again.

When you try to start Team Builder, have an upstanding LeaverBuster warning, and have not encountered the dialog box, you are only given a dialog that says something went wrong with Team Builder. In order to join Team Builder, you have to attempt to join another game type, enter "I Agree" from the LeaverBuster dialog, then you can join again.

Is this intended behavior, or should the LeaverBuster dialog also appear when trying to join Team Builder when trying to join after your first warning?
