[GAMEPLAY]INTERMEDIATE BOTS NOT USING SUMMONER SPELLS

Bots will not use summoner spells(exhaust,heal,ignite,flash) which they would normally do. It is permanent as I've tested this in Coop vs Ai and custom game.It is especially frustrating because it has been this way for about 2 patches now.I'm hoping a Rioter will see this because it doesn't feel like intermediate bots.
