what is happening to my league????

Hello guys, I recently got very annoyed by the fact that I can't reconnect to chat. It works after a couple of hours (and many times of trying to reconnect) but only for a few minutes.

And there is something worse than this little bug. When I get into champselect my league starts to get very buggy. It starts to lag and when I have to pick a champ, it just stops everything and i get back to the matchmaking screen with a penalty of 5 minutes. It already happned 3 times to me and I'm affraid to get something like a ban for a day or somthing like that. Please help me to fix this problem.
