Nautilus auto attacks are supposed to snare the enemy, then go on Cooldown against them, that is how the passive is worded
If jax casts E and dodges auto attacks, nautilus' snare will go on cooldown and jax will not be snared or take any damage
And? That's intended, for almost absolute certain.
That's how it has worked forever and how it was always intended to work. Jax's E will negate effects and block cc and waste any on-hit affects attached to it when taking the attack. Same with udyr E, jarvan passive, even other Jax's W or R-passive. Despite your misunderstandings, the effect still does trigger. Jax just negates the effects.
