[GAMEPLAY] Jarvan 4's auto attack/passive is broken.

Since a couple patches ago, Jarvan the 4th's auto attack hasn't been proc'ing his passive on any targets, that includes minions (both neutral and team) and makes his jungle clear decently harder and also destroys a crucial part of his kit . This is a game breaking bug that makes J4 extreme crap tier compared to any other cinder/warrior/devour jungler out there. His auto-attacks also do go through their animation and it looks like he is "using the force" to kill his enemies, which is really funny to watch, but when blue buff tears you a new one, it loses its comical value real quick.

• In the next patch Riot needs to have a fix in there as it doesn't seem to me to be that big of a coding error so I wouldn't think it would take them that long. Has anyone else experienced this?
