(GAMEPLAY) Viktor bug Maxing abilities

On Viktor, during game cannot max abilities at level 6 although you can see that the champion has already reached a higher level . For example, during game i was level 14 on Viktor but without being able to max his abilities since level 5 and damage remain low not matter how you level up the champion or buy items. Please note that it is the third time that i experience this bug playing Viktor
