[GAMEPLAY] Turrets Not Regenerating to Correct Thirds

Attached is a screenshot of the bug. The turrets aren't regenerating to the proper two-thrids and one thirds health points as the stated in the 8.11 patch notes. They seem to regen to close to it but are 8-10 health shy for some reason. I tested this with both inhib and nexus turrets and found it to be the same for both. It also doesn't regen to same number each time, with inhib turrets regening to 1090 and 1091 randomly. They are regenerating to full health correctly however. I'm also just going to chime in and say that not having markers of where the different thirds are on the turret health bars is going to be a bit of a clarity issue, especially for new players or people who haven't read the patch notes.

Repro steps:

  1. Damage an inhibitor or nexus turret to fall below the two-third or one-third health mark
  2. Let the turret regenerate health.
  3. Profit

I've been able to reproduce it consistently in practice tool every time so far.

Wouldn't surprise me if the code is something like this:

If (HP + HP_Regen) > Nearest_3rd_HP: Disable HP_Regen
