my Hextech system is broken riot help me!

hey guys can anyone help explain why i cant get any more boxes or key shards, i got all 4 boxes the first week and have had to wait like 3 week for two of them to reload/replenish (become available to acquire again if u get an s rating) but whats concerning me is that i have been winning games though the wait period (3 weeks ) or so, and have won over 35-40 games but haven't receive even a single key shard and now that i can require 2 boxs im having games where im going 15/1/1 or last game went 24/3/9 with zed and it wont even give me a s rating on any champs no matter who i play and how good my kd/cs/objectives taken are, i dont understand whats going on i didnt even have to go that good to get boxes the first week. can someone help because i havent even been received key shards for wins after the boxes replenished.
