Help cannot get into rank or normal draft dynamic que

As the title says yesterday I could not log into the servers so I uninstalled and reinstalled and it worked played a few games last night I wake up today and I can get into the server but when I try to find a match nothing shows up cannot pick any lanes there is nothing. And if I pick normal blind pick it launches but I see nothing and when I try to close it gives me a leaver penalty.
