Remake option not appearing at 3 minutes even though someone never connected

Hi, I am currently in a game where one person never connected. The loading screen took a while and when we spawned our Jax was in the center of the fountain, meaning he never connected. Our Riven then disconnected from the game (she didn't move from her spot and didn't buy anything). At the 3 minute mark there was no remake option. I just lost a game in promos for no reason because of this bug.
