Spell Vamp (hextech gunblade) not working in snowdown

Purchased hextech gunblade, but spell vamp score shows 0% after purchase. Tested in a couple games. Only have noticed this occur in Snowdown. Either its not working, or maybe the display of 0% is incorrect and it is working?

Has anyone else noticed this problem?

It's no longer labeled as spellvamp is why. It just heals 15% of damage you deal.
