key fragments

Hey been trying for a key fragment for 5 weeks and i still have not received one even though my friends have received multiple keys since then. why does riot games hate me? am i destined to not craft anymore? will i ever get Panda Annie?

is anyone else not recieving key fragments or is it just me?
