TFT Item Bug - Giving it to the enemy's champion

I just encounter a game where the enemy sold his unit with an item. When he attempt to place an item on his champion WHILE fighting, it looks like you are able to drop the item onto an enemy's champion if you are not careful.

Hmm. I seem to recall accidentally dropping an item onto an enemy champion once, and it didn't work. Maybe it's only possible under specific circumstances?
