My fiends and I have been having a problem with Thresh when he has relic shield. The problem is that his relic shield isn't allowing the execution on minions. I've had multiple people try to see if I was the only one having the problem and they had the same problem too. We even tried other champs relic shield and it worked perfectly fine. So, it appears that it is just a bug with Thresh.
It's intentional. Relic shield only executes minions if you are a melee champion, which Thresh isn't.
Thresh is ranged, and the execute only works on melee champs.
This is not a bug, despite it being reported as one several times a week.
UNIQUE Passive: Spoils of War: Melee basic attacks execute minions below 200 Health. Killing a minion heals you and the nearest allied champion for 20 Health and grants them kill gold. Allies who benefit from Spoils of War also gain +1 to their minions killed score. These effects require a nearby allied champion. Recharges every 40 seconds. Max 2 charges.
Thresh is ranged. He uses none projectile ranged AA's.
