[GAMEPLAY] Game doesn't give an option to remake any more?

Basically, we had a game where our jungler didn't connect into the game. 3 minutes in we didnt get an option to remake the game.

Not sure if it was an isolated event or not but he reconnected around 17 mins in and the game proceeded as usual.
