Unable to access shop/connnect to pvp.net/buy champtions, etc.

I realize this is not a new bug since I have seen threads about it before, but I have yet to see any sort of fix. It's random for me but happens pretty much everyday. I log on and sometimes I can't access the shop, or I can access the shop but can't connect to the PvP.net server. Or I can get in the shop and the PvP.net server, but can't buy a champion or skin. Or If I'm having a really bad day I'm unable to do all three. I've read that you can change the date and time on your computer and it will fix this problem. But this is only a temporary solution as it will come back eventually. I would like to inquire when Riot is gonna make a permanent fix for this bug.
