Randomly freezing since pre-season patch.

So ever since the newest patch randomly during game i will lose control of my character and i can't move cast abilities or anything. It's almost like I'm lagging out but my ping never spikes my frame rate doesn't dip and i can see everything happening in game like normal i just can't control my character for a good 5 seconds for no reason. I've tried updating my graphics card, Uninstalling and reinstalling restarting my computer etc and nothing seems to work.
