[Gameplay] Garen - static shiv isn't working with Garen's empowered Q ability

I was playing around with crit garen build so i decided to go static shiv first and i soon realized that static shiv's damage doesnt stack with Garens Q because right when he jumps up the shiv's lightning damage hits the monster or opponent before garen even slams down with his Q damage. I just wanted to report this to see if it is actually a bug because i believe it is since static should be procing when garen's Q hits, not before.

1. buy static shiv and charge it to 100%
2. Use Garen's Q ability on any monster
3. see that the shiv's lightning damage activates before Garen acutally hits his Q.
