Fizz Fizz's Q doesn't apply sheen effect if it is used too close to the target (Video soon)

  1. Play fizz
  2. Get Lich Baneitem 3100 or any kind of item with sheen effect
  3. Sit next to an enemy and press Q

This is a bug that they've tried to fix in the past, and succeeded in most cases. It only doesn't proc if you are literally on top of them.

Still a bug and it costs you the kill most of the times
