[URF] fizz and re-roll

This is in urf. I haven't tried it anywhere else. Probably not really that important but I just want to mention it. Fizz's E will start CD timer when second part of his E activates. then when he lands the CD restarts. Its a split second but not sure if its supposed to do that. Also Reroll shows 3. But when you reroll it turns to 1.
