However, I could enter the game after our team surrendered in 5 mins. Firstly, I was so sorry for my teammates, but should I get a 20 mins penalty because of the lagging? Just got one cause I lost connection for 5 mins in the middle of a game came back and played until the end and I got low priority queue

Yes, you should. It's in order to prevent people from entirely leaving the game. If they let 1 person get away with it, everyone else will be asking for it too.
