[CLIENT] Champions mastery tooltip bug

Hello,

I've found a bug in the League Client when you hover on a champion card in your collection, the mastery tooltip sometimes appears sometimes doesn't. I don't know if this bug is acknowledged by Riot Games and/or if it's isolated but it's kinda annoying.

It applies to all tooltips. Same garbage happens in the item set editor. It seems much worse there than with runes.

Tooltips for items will sometimes stop appearing after viewing them, and never work again until you leave the current screen & reopen it. Very annoying
