[CLIENT] Store is missing Tier 2 "Mark of Hybrid Penetration" rune

My main account got banned for an unknown reason, so I'm playing on my second, which I use to play with my low level friends

Anyways, I levelled up and went to buy more Mark of Hybrid Penetration runes, and they're missing??

Can someone else check their store and see if it's in there? If it's only my game, how would I go about uninstalling and clearing the cache?
