New Patch Agreements Don't or are Slow to Pop Up

I've been having a problem for a few patches, but recently it has gotten a lot worse. Whenever a new patch comes out, I must reaccept the EULA and TOU, which makes sense. However, these pop ups are terribly delay or never pop up at all. I will click launch and it will take minutes for the EULA to pop up. I click accept on the EULA and it will take longer for the TOU to pop up. That said, I can still interact flawlessly with all other features of the patcher when this occurs.

Yeah, I got the exact same problem, it started this year(2015). I've tried reinstalling, deleting current patch and re-updating, running as administrator, nothing seems to work. Only by chance I manage to get through both agreements (which can take up to an hour), afterwards everything works fine as long as the launcher actually gets to the login screen....until the next patch comes along and the same problem is back.
