Moving camera kills my fps

I've got a pretty beefy computer and no there's no problems with running any other games at maximum settings. It's been a problem for about the last 2 months. Whenever I move my camera, my fps goes down to about 20 from the constant 60 fps of when my camera doesn't move. It's been really fucking annoying and some help would be really appreciated.
