[Gameplay] Able to see opposing team's recently purchased items before they return to lanes

When I was playing Ranked earlier today at around 9:00 EST, I noticed that I could see my lane opponent's recent purchases before he returned to lane via tab scoreboard. I would assume that I saw his items as soon as he walked off of his fountain. I'm not sure if I should be able to see his items before he has been seen by a ward or my team. I remember in Season 4, I was not given this information until the opposing team had been seen.
