Revel Orb Glitch ?

I just used my tokens to get a Revel Orb, cause im not really interested in any of the lunar skins right now, and when i opened it the only thing inside was another Revel Orb. Now don't get me wrong, it's cool to get a two in one, but it didn't give me the skin shard it was supposed to, which is what i really wanted from it. Is this glitch known to anyone else ?
