RP purchasing and account transfer

I tried purchasing RP, but keep getting a message saying your card provider could not purchase them. I know I have money in my account. This happened on three different cards. I also tried to click on Transfer account to NA but it is stuck on the loading screen.

RP purchasing worked for PAYPAL but not with a credit card.
