Lvl1 lies, No abilites, and Many DC's

Ok today 09/09/2015 i decied to play a couple of games of league and i was lagging quite hard today lots of dc so it ruined a zilian game i had this morning but i tried a bot game and it was fine so i went back into normals and played sivr it was a good game until around 20 mins when i started to DC again but then odd things started to happen. It was saying that i was lvl 1 and not allowing me to level my abilites which was wierd all lvls in them stayed but no more leveling up it fixed this every so often, but it was a pain i kept DCing periodicly leaving my team very open. Part way though this mild hell it stoped me being able to move or at least the move animation was shown to me but sivr didn't actually move on my screen, which was ood. Then the final bug happened where i couldn't use any of my abilites sums included so all of this was happening. Also at one point it said that everyone but me was lvl 1 and every so often it was normal for 5 seconds. All of this made the game fairly irataing as i couldn't really play the game ,But yes pls can you look into it i can imagine it can cause some heavy rage in the less calm of people and in a ranked game it could lead to heavy pc abuse. Also i'd like to know if this has happened to anyone else and anyways to stop it.
