[Gameplay] Tibbers wont attack towers or inhibitors when I tell him to.

While I was playing as Annie in midlane just now, I noticed that tibbers would just stand there unless there were minions or champs. If we just killed all of the minions and are attacking tower, he will just stand there. Same goes for inhibitor.
