Cannot Move Friend Groups above "General"Group

I have multiple Friend Groups in the list however I cant move any groups above the General Group. I can move them up and down around other groups but I cant move any of them above the "general" group. I have 2 above it and 2 below it. I don't want to move the top one below it, I would rather move the bottom one above "general" group.
