Urgot muramana passive not working

I played a game as Urgot where either attack wasn't applying the muramana extra damage based on mana, or it was applying damage but not consuming any mana. The visualization of muramana on his attacking claw hand was present, and so was the tooltip under my current buffs. When attacking, I didn't see the little blue pop that shows that muramana applied on the enemy.
