Azir no CD skill bug [GAMEPLAY]

Occasionally when using a skill with Azir, either Q E or R never his W, the cooldown timer will Not show. Instead the skill portrait remains fully in color as if it were un-used. I don't have a definite way of reproducing these results but after browsing Report a Bug I've noticed other players have gotten the same issue.
